Minutes for the Board Meeting the 22nd of November in Kotka

4 PÄRNU General Conference
General impressions from the conference were discussed. Jan thought it was an interesting conference but it can be done much more efficient. It is a great conference for contact with other municipalities and commissions. They all believed that the Energy Commission made a good presentation and that our workshop was successful. The Board stressed the importance to bring politicians to the meetings.
5 Presentation of our EU-projects
The Power Edge Program Stefan Windh gave a short presentation of the Power Edge Program and the progress in the project. The project will be presented for the municipalities in the UBC-organization during winter 2007-2008 and we will hopefully apply for funding in the next call in the Intelligent Energy program.
The LED light project
Stefan also gave a presentation of the situation with the LED lightning and the savings that could be done. The board agreed on that this project is interesting and has great potential. We will start working on the LED Light project ideas during the first quarter of 2008.
PEffiWat
Eva Hjälmered gave a brief summary of the project. The proposed project will demonstrate new methods to improve the treatment efficiency while at the same time saving electrical energy. Biological treatment is probably the most important process, used all over Europe to treat municipal sewage. The basic idea is to integrate several measures that can be used in new plants, but also implemented at existing plants, in order to achieve better treatment efficiency. The combination of different measures is the innovation of the suggested method. An important part is to use low temperature heat, e.g. from combined heat and power plants, in order to not only warm the incoming water, but also to stabilize the treatment temperature. Pre-studies and calculations indicate that a stabilized process at e.g. 20 °C will improve the treatment efficiency, especially for nitrogen (N), and possibly for other specific unwanted organic compounds. Other improvements are the possibility to use the excess heat for pre-warming sludge for anaerobic digestion, and possibly to increase the carbon dioxide content in the air which will stimulate the nitrification process.
The role of the UBC Energy Commission is to do the dissemination part and the general management of the project. The application will be sent to the LIFE+ secretariat the 30th of November 2007.
SEDUHA SEDUHA is short for Sustainable Energy Development of Urban Housing Areas. The city of Stockholm contacted the Energy Commission and proposed us to take part in their project as a dissemination partner. Sofie gave a short presentation of the project and Mr. Stefan Windh suggested that Mats Brantsberg could take an active part in the project if we will receive funding.
Other projects The catalogue of all Energy related funding was distributed. Stefan encouraged everyone to browse through and to have this in mind in the every-day work, to see if there are any project ideas that could fit the requirements for the different EU-funds.
6 Energy Technology Transfer Center
Based on an invitation and a proposal from Chinese officials we are working on an Energy Technology Center. Mr. Stefan Windh is now in the process of connecting the Kalmar regional Council with Baltic cities and Chinese regions to make this happen. It is all about collecting best practices and to build a database of this information, a tool to present technologies used at universities, organizations, cities and regions for further dissemination.
The project will start focusing on the Energy field and then spread to other fields of technologies.
7 Strategies
The board agreed on trying to organize meetings at the same time as other fairs and meetings around the Baltic Sea Region.
Mr. Stefan Windh gave a presentation of the BSSSC-meeting in Copenhagen. The BSR organizations agreed to identify a maximum of three topics of common interest to co-operate on in the future. Sustainable Energy and Climate were on the list of all organizations and thus could serve as a starting point for a closer co-operation and co-coordinated actions to be conducted by the organizations. The meeting should give an opportunity to present the ongoing activities in the respective organizations and exchange ideas on further development of joint activities within the areas of Energy and Climate. Mr. Windh represented the UBC Organization. A report have been sent to the secretariat in Gdansk and will be presented on the UBC Energy website.
Mats Brantsberg suggested for the UBC Energy Meetings to be broadcasted on the Internet in the future, to save time, carbon dioxide and money.
The board decided to have meetings over the Internet during 2008.
Environmental Bulletin
Texts for the Bulletin are due on the 21 of January 2007. Eva asked for contributions from the board.
9.9 9. Next meeting
Next meeting is to be decided later. The secretariat is responsible for setting a date and coordinates the meeting. The board proposed that the next meeting is a telephone meeting or a Marratech meeting a way to reduce the carbon footprint.
