Board Meeting in Mariehamn
June 1st 2007
1. Welcome and opening of the meeting by chairman Stefan Windh.
2.Meeting minutes from the 12th of February
A review of the minutes from the previous board meeting was made and the chairman moved that the minutes were accepted.
3. Pärnu General Conference
- The UBC Energy Commission will meet in the afternoon on the 26 th of September for a board Meeting. There is also some time during the General Conference where all commissions meet in parallel sessions.
Discussion:
How would we like to see the conference concept be built up?
How do we influence decision makers to make the right decisions regarding energy efficiency? We need to focus on and give examples of concrete work that has been done in the municipalities. Give examples from different cities.
Show the academic work from the competence board. Concrete examples, practical use. How to get the industry more efficient when you at the same time are able to save electricity.
Questions regarding city planning
How are the regulations in the different cities? Regulation when building new homes is needed to get real results.
Discussion with city planners. Introduce how to build energy efficient housing etc.
How to get people informed about energy efficiency. Use Energy advisers for this?
Can you regulate that new areas have to use district heating?
(Problem because district heating is very expensive in for example Mariehamn)
New solutions as a complement for district heating?

3. ÖREBRO CASE – a great example
Municipalities themselves are, and need to be, role models in the field of energy when it comes to for example heating.
Three examples in ÖREBRO
- Public transport and the car park owned by the municipality
- Energy Performance Contracting (Buildings)
- Biogas plant
Note: New Hansa Project II is in the planning process. Discuss with environment and transport commission about the plans.
Note: The board members will contribute to the General Conference presentation. Örebro, Oskarshamn and Kotka will write a short presentation about the subjects/projects and send this to the secretariat.
Note: - How to actually get out to the public about energy issues (city planners e.g.) Regulations? The board suggest that the Energy Commission will take a discussion with the urban planning commission about this subject and then send out information to the board about how the process goes on.
Note: Contact the UBC Environmental and Urban Planning Commissions and talk about cooperation.
4. SIDA
Sofie and Eva gave information about the application and focus for the project. The project will focus on communication plan, contact seminars, workshops and meetings to form projects for EU funding.
5. Projects in Pipeline
The process of writing the project have already started. The applications are about to be written during fall 2007. We have close contact with the competence board and a potential writer for a EU application. The board will be informed regularly.
Note: The secretariat will make sure to get an update from the UBC Commission on Transport on how they work with the energy issues.
6. Bulletin Texts Stefan suggests that the spread in the Environmental Bulletin will present the focus areas for the General Conference in Pärnu. Sofie and Eva will organize the texts. We will use the Kotka case, Oskarshamn case, Örebro Case Deadline is August 15th.
7. Update
The secretariat send out a newsletter regularly regarding what have been done in the UBC Energy Commission. The next update /newsletter is about to be distributed before long and will contain short presentation about the conferences and meetings that the UBC Energy have taken part in during spring 2007.
8. Fronter Project – A tool for managing the projects
Fronter is a communication and administrative tool for working in projects. Eva gave a short introduction to how the Fronter project works. The texts for Pärnu will be sent to Fronter to see it Fronter works as a tool for the Board to use in the future.
9. Energie-Cités
An affiliation application has been sent from the secretariat via Gdansk. It is an application from the entire UBC network. Energie-Cités should be seen as a cooperation partner and we wish to be an affiliated member.
10. “The Chinese Box”
The analysis made by the competence board was discussed. Gunnar Hovsenius and Louise Trygg have written the paper and it aims to describe, layers by layers, the complexity regarding the energy sector’s key role in the environmental politics in the EU. This paper should be a document that we will add information to along the way. It is supposed to be a living document with current facts. A Power Point presentation will be prepared for all board members to use.
Following comments regarding the paper:
The board decided that we propose to the competence board to add the aspect of forestry industry, peat and algae in the study.
Add up-to-date comparisons in the introduction text. (1990)
Emphasis on the CHP technique, turbine (ABB) Extend the paper with a chapter on “heating and cooling” in a European perspective
Add an example from Mariehamn in the text that Jan sent over email.
Bio fuel/fossil fuel?
KOTKA has a problem with convincing the people in charge.
We will arrange a trip to Kotka for Gunnar Hovsenius to do a presentation about the project ideas. The secretariat will coordinate this together with Pekka Sihvonen.
11. Data collection in municipalities regarding energy savings
In Mariehamn they collect data regarding emissions from vehicles, from the ferries etc to see where the environmental problems are. This type of data collection is easily made and easily monitored. It is important to make studies of this kind to see what can be improved. For the next meeting we will prepare tools for energy plans. Look into these tools to get the background we need for our work. We will look at Energie Cités, Energy Agencies and ICLEI. The Secretariat will have a discussion with the Competence Board regarding how we can use these tools to monitor and collect data among the UBC cities.
12. Other Questions
China – Stefan Windh informed the board about the EcoCity near Beijing in China. They will build a city with “best practise in all fields”. This project could be interesting for the UBC Energy Commission to follow.
13. Next meeting
Will take place in Pärnu, Estonia on the 26 th of September in the afternoon before the UBC General Conference. On the 27th all commissions will have a individual meeting. The meeting will be used to attract new partners for the Energy Commission. Suggestion for Commission meeting at the end of November is in Kotka, Finland. Pekka Sihvonen and the secretariat will coordinate this. We will promote the meeting at the General Conference.
